1. These three principles represent different degrees and forms of power distribution between central and local governments. Decentralization grants autonomy to local governments, deconcentration delegates authority but keeps central control, and medebewind involves local governments assisting the central government under its direction. They complement each other to balance governance and maintain state integrity

2. Regional governments typically have authority to: Raise taxes and manage fiscal resources within their territory and Implement policies in areas such as healthcare, education, public transportation, land use planning, and environmental protection.

3. Deconcentration example: In Indonesia, authority is transferred from the central government to local officials who act as representatives of the central government, while the central government retains planning, funding, and overall responsibility.

Medebewind example: Local governments in Indonesia participate in implementing government affairs assigned by the central government, executing tasks under central orders with the central government responsible for planning and funding.

1. •decentralization is a transferred procces of power and decision making, from a central government to regional or local governments. (local governments can make decisions and take actions for their area). Deconcentration similar with decentralization, but the central government just degelates tasks to local government and central government still hold the highest authority. Medebewind (where local government work together with central government to deliver public services). 

•Decentralization gives regions more independence and autonomy, deconcentration streamlines government operations, and co-administration ensures that services are delivered fairly and efficiently across regions.

•Deliver public services like healthcare and education

•Collect taxes and manage their own finances

• Implement national policies in their area

3. •Deconcentration,local offices of the central government handle tasks like issuing permits or providing social services.

• Medebewind, local governments and the central government work together to provide public services like healthcare and education.

1.Decentralization: The transfer of authority from the central government to autonomous regional governments. Regions have their own power to make decisions.
Deconcentration: The delegation of authority from the central government to its representatives in the regions (like governors or ministry branches). Still under central control.
Medebewind: Tasks from the central government that must be carried out by regional governments, even though it's not originally their authority.

2.Regional governments have authority over:

Autonomous affairs (e.g., education, health, infrastructure)
Co-administrative tasks (like Medebewind)
Other functions delegated by the central government

This is based on Law No. 23 of 2014 on Regional Government.

3.Deconcentration: The Ministry of Education assigning a Provincial Education Office to manage national exams.
Medebewind: A district government helping distribute national social assistance programs.

-Deconcentration is the delegation of authority from central government to its local representatives, where the central government still controls planning and funding.
-Medebewind is the obligation of regional governments to implement central government regulations based on orders, acting as administrative assistants under supervision.
2. Authority of Regional Government
-Regional governments have legislative, budgetary, and supervisory authority to manage local affairs independently under decentralization.
-They are represented by bodies like the Regional People’s Representative Council (DPRD), which oversees regional regulations, budgets, and policies.
3. Examples of Deconcentration and Medebewind
-Deconcentration: During Indonesia’s New Order era, local officials acted as representatives of the central government, implementing government functions with central planning and funding.
-Medebewind: Local governments carry out central government programs and regulations on orders from higher authorities, while the central government retains control of planning and financing.

1. Decentralization

Decentralization means the central government gives some of its authority to local governments—like provinces, cities, or regencies—so they can manage their own affairs. Local governments are allowed to make decisions, manage budgets, and create local regulations. This is done to bring government closer to the people and improve public services.

Deconcentration

Deconcentration happens when the central government gives certain tasks to its own representatives in the regions, like governors or heads of departments. These people are still part of the central government structure, and they only carry out central duties in the regions. It does not give them independent authority—just responsibility to act on behalf of the central government.

Medebewind

Medebewind is when the central government asks local governments to carry out certain tasks that are part of national interests. Local governments must do these tasks, even though the programs are not originally theirs. In this case, local governments are acting as assistants to the central government.

2. Regional governments have two main roles:

Autonomous Authority (Decentralization):

They can manage public services like schools, health clinics, roads, and markets. They can also make local regulations (called "Perda") and manage local budgets.

Assistance Tasks (Medebewind):

They are required to help the central government carry out national programs, like helping with national elections or registration of citizens.

3. Deconcentration Example:

A governor helps the Ministry of Health to organize a national vaccination program in their province. The governor is acting on behalf of the central government.

Medebewind Example:

A local government helps the national statistics agency (BPS) conduct a population census. The local government doesn’t have a choice—it must help because it’s a national task.
